SECTION 2 – GENERAL POLICIES

 

2.1                PREVAILING POLICY

2.1.1           Any disagreements over technical questions or operations will be resolved by DCS ENTERTAINMENT INC. or track officials. When their decision is rendered, such decision is final and binding, except provided in paragraph 1.4

2.1.2           DCS ENTERTAINMENT INC. or track officials will establish the length, frequency and administration of all events and programs and when their decision is rendered, that decision is final and binding and non-appeal able.

 

2.2                LICENSING AND REGISTRATION

To race in any DCS ENTERTAINMENT INC. sanctioned racing event a driver must be at least fourteen (14) years of age, have signed an application for a DCS ENTERTAINMENT INC. competitors license, have not been convicted of an illegal drug violation during the one year period prior to the date of application, paid the required fee and be in good standing. DCS ENTERTAINMENT INC. reserves the right to deny a competitors license to any driver.

2.2.1           CAR NUMBERS. Car numbers will be assigned to the participant that have paid the applicable competitors license fee and completed the competitor’s license application and have not requested a number that has been previously assigned to another participant in the same class.

2.2.2           VISIBILITY. All numbers must be highly visible from the score tower to ensure proper scoring of the participant’s racecar. It is recommended that all cars in all the classes have numbers with minimum measurements of 18” tall and 2” wide. These numbers will be displayed on both sides of the car and must also have a number with the same dimensions on the roof of the car facing the outside of the race track for scoring purposes. Numbers must be in contrasting colors. DCS ENTERTAINMENT INC. scorers will reserve the right to request adjustments to size and color of any car numbers to assist in the ease of scoring.

 

2.3                POST RACE SCALING

In all classes, the top three racecars in each feature race may be required to scale if so determined by DCS ENTERTAINMENT INC. officials. Any driver required to scale, immediately following the qualifying procedure and/or feature events, who:

a.       Does not go directly to the scales, or

b.       Avoids going to the scales, or

c.        Does not remain at the scales until scaled, or

d.       Does not meet the minimum weight for the class, according to the scale at the track for the event,

THEN:

If violation is after qualifying, shall be given no time and forfeit qualifying points, shall be disqualified from entering the heat race or races scheduled for the class the participant is competing in. The participant will be allowed to start at the back of the last chance, consolation or feature race in the scratch position. If violation is after the feature event, shall be disqualified and given no points or awards for that feature.

 

2.4                INSPECTIONS

2.4.1           Timing and Scope of Inspection. All racecars competing in DCS ENTERTAINMENT INC. sanctioned racing events are subject to inspection by DCS ENTERTAINMENT INC., or track officials, at any time, and to any extent or degree, as determined by DCS ENTERTAINMENT INC., track officials, regarding the specific racecar to be inspected, and timing, scope or extent of any inspection, are final, binding and non-appealable, except provided in paragraph 1.4.1

2.4.2           Types of Inspections.

2.4.2.1      Minimum Specifications Inspections. An inspection, usually conducted at the beginning of the racing season or a racing event, to determine whether a racecar complies with the minimum applicable chassis and body specifications and all safety requirements. Any deficiencies or rule violations discovered must be corrected before the racecar will be allowed to compete in the racing event.

2.4.2.2      Pre-Race Inspection. And inspection, conducted in advance of a racing event, including a minimum specifications inspection, to determine whether a racecar complies with applicable chassis and body specifications, safety requirements and any other rules or specifications, in the discretion of the track officials. Any deficiencies or rule violations discovered must be corrected before the race car will be allowed to compete in the racing event.

2.4.2.3      Post Race Inspections. An inspection, conducted after a racing event, to determine whether a racecar complies with all applicable rules and specifications, for that class of racecar, with the scope and extent of the particular items to be inspected and determined by DCS ENTERTAINMENT INC., or the track officials in their sole discretion.

2.4.3       Effect of Prior Inspection. The fact that a racecar has passed a minimum specifications inspection, a pre-race inspection or any inspection at another racetrack or event, is no guarantee or assurance that the racecar will pass a post race inspection.

2.4.4       Cooperation of the Driver. In connection with any type of inspection, the driver must cooperate with DCS ENTERTAINMENT INC., or track officials, to enable track officials to conduct or complete an inspection, including removing or disassembling various part or components.

2.4.5           Refusal or Termination of Inspection.

2.4.5.1      Any driver who refuses to allow a pre-race or minimum specification inspection to be conducted will not be allowed to compete in the racing event.

2.4.5.2      Any driver who refuses to allow a post race inspection, or who terminates an inspection in progress, shall be fined $500.00, suspended for 30 days, lose all points and forfeit all money and awards for that event.

 

2.5                OUT OF STATE CARS-

2.5.1           Any visiting or “out of state” cars wishing to compete in a DCS ENTERTAINMENT INC. sanctioned event, must first fill out a competitors license application, and meet a minimum specifications technical inspection regarding safety equipment.

2.5.2           A grace period of one DCS ENTERTAINMENT INC. racing event will be allowed in regard to the competitors license fee, and compliance with the class rules of competition as determined satisfactory to the DCS ENTERTAINMENT INC promoter. This “one race grace” will not be afforded to any participant on the first DCS ENTERTAINMENT INC. race date of the season.

2.5.3           Purse money may be paid to cars under the “one race grace” clause at DCS ENTERTAINMENT INC.’ s discretion. DCS ENTERTAINMENT INC. championship points will not be awarded, unless proper licensing fees are paid and the participant’s car meets all of the rules and regulations pertaining to it in the respective class.

 

2.6                PIT PASS

2.6.1           Each person entering the pit area will be required to read and sign the WAIVER/RELEASE FORM to acquire a pit pass.

2.6.2           NO PERSON UNDER THE AGE OF EIGHTEEN(18) will be permitted to enter the pit area at any time during an event sanctioned by DCS ENTERTAINMENT INC. except provided in rule 2.6.3.

2.6.3           Any person or participant  age seventeen(17) or under must be accompanied by a parent or guardian and the MINOR RELEASE FORM must be complete and signed by all persons involved. Back gate employee shall receive a completed and dated form for each minor the parent or guardian wishes to admit the to the restricted/or pit area. Parent or guardian is responsible for the well being of said minor while in the restricted pit area. This applies only to persons under eighteen(18) years only. PROOF OF AGE IS REQUIRED….NO EXCEPTIONS.
